The hydrometer will enable you to follow the progress of fermentation. As the sugar is converted to alcohol the hydrometer will sink  lower in the liquid.  Neither wine or beer should be bottled until all fermentation is complete and the hydrometer is used to confirm that all the fermentation has taken place.
